IcoFX
IcoFX is an icon editor that enables you to create, retouch and edit icons. It supports transparency and True Color for Windows XP and Windows Vista, and offers a variety of editing tools, including gradients, blurring, sharpening, darkening and more. Other features include real-time preview, icon extraction, image import, 40+ image effects, desktop capture and more. Considering that it is free, IcoFX offers quite a nice array of features, that will meet most icon editing needs.

Bitmap to Icon Wizard
Bitmap to Icon Wizard is an easy-to-use program to create Windows icons from bitmap (.bmp) files. It supports output with 32-bit alpha-channel transparency as well as 24-bit, 8-bit, and 4-bit. The generated icon file (.ico) can contain up to 5 different icon sizes (256x256, 48x48, 32x32, 24x24, and 16x16). Bitmap to Icon Wizard requires .BMP input files, so you may need to convert your files to BMP before using this software to generate the icons.

Resource HackerTM is a freeware utility to view, modify, add, delete and extract resources in 32bit Windows executables. It incorporates an internal resource script compiler and decompiler and works on Win95, Win98, WinME, WinNT, and Win2000 operating systems. Cursor, Icon, Bitmap, GIF, AVI, and JPG resource images can be viewed. WAV and MIDI audio resources can be played. Menus, Dialogs, MessageTables, StringTables, Accelerators, Delphi Forms, and VersionInfo resources can be viewed as decompiled resource scripts. Menus and Dialogs can also be viewed as they would appear in a running application.
