IconArt is an icon editing and drawing tool, that allows you to create new icons from scratch, edit existing ones or to import an image (or part of it) and turn it into an icon. The editor provides all the tools you need, including pen, spray, fill , selections and objects. You can also move, rotate and flip the icon, apply masks, change colors and more. In addition, the program allows you to extract icons from .exe and .dll files and import them into the work area for editing and also supports static and animated cursers. IconArt is easy to use, compact and well worth the download.
